Young experts of international law in Pärnu for summer university

The 4th Martens Summer School on International Law takes place at the University of Tartu’s Pärnu College from 26 to 31 July and, as usual, the focus is on international law from a comparative perspective.

The director of the Martens Summer School, University of Tartu’s Professor of International Law Lauri Mälksoo says that the Martens Summer School unites two important traditions.Pärnu was the birth town of Friedrich Martens (1845–1909), the most outstanding expert of international law in the Russian Empire. “As he was a scientist of Estonian origin, it is nice to remember him and use his memory to bring  Estonia on the scene of international law after the still life of the Soviet period,” said Mälksoo.

Mälksoo added that the other tradition comes from the University of Tartu’s historically strong tradition to intermediate Russian law to the West. “Who knows, perhaps now that Russia is restricting the spread of information again, the University of Tartu and the Martens Summer School are the places where we can still freely discuss the theory and practice of Russian law in the context of international law,” reckoned Mälksoo.

This year 20 students will participate in the Martens Summer School; they are mainly from various central and eastern European countries but also from western Europe.

Speakers include Professor Alexander Trunk and Dr Marina Trunk-Fedorova who are lecturers and experts of Russian law from the University of Kiel, also, judge of the Constitutional Court of Latvia and former judge of the European Court of Human Rights Professor Ineta Ziemele, and Kirill Koroteev, lawyer of Memorial, one of the most well–known nongovernmental organisations in Russia, and the greatest expert of implementing the European Convention on Human Rights in Russia.

Summer school is sponsored by the Centre for EU-Russia Studies.
